This position demands proven experience in the entire procurement lifecycle, from planning and market analysis through to contract execution and management.
Key Accountabilities
In this dynamic role, your core responsibilities will include:
- Strategic Procurement Delivery: Lead the execution of procurement processes, including Request for Quotes (RFQs), comprehensive evaluations, bidder clarifications, and complex vendor negotiations.
- Stakeholder Advice & Consultation: Act as a trusted advisor, providing high-level, timely, and accurate advice to clients, management, and the Executive Program Director on all allocated procurement matters.
- Documentation & Reporting: Prepare high-quality documentation, including Significant Procurement Plans, evaluation plans, contract management plans, and detailed briefing notes for senior executives and the Minister.
- Research & Market Engagement: Conduct in-depth research and market analysis, facilitate procurement planning with stakeholders, conduct market sounding, and lead offer/industry briefings.
- Relationship Management: Engage with key senior internal and external stakeholders to enhance relationships, meet with supplier representatives, and maintain strong networks.
- Compliance & Quality: Advise staff and clients on state procurement policy and departmental practices. Implement quality control to ensure all correspondence and documentation meets rigorous agency standards.
Essential Requirements
Candidates must be able to demonstrate:
- Qualifications: Possession of a Level 3 – Diploma of Government (Procurement and Contracting) or Level 4 – Advanced Diploma of Government (Procurement and Contracting).
- Procurement Expertise: Proven experience in the development of contracts and tenders, including associated documentation (specifications, sourcing, and evaluation).
- Core Skills: Demonstrated problem-solving, high-level negotiation, and conflict resolution skills.
- Communication: Effective written and oral communication skills with a proven ability to liaise with diverse internal and external stakeholders.
- Policy Application: A strong ability to interpret and apply relevant legislation, policies, and procedures in the contractual space.
- Operational Readiness: Excellent time management skills and the ability to thrive in a fast-paced, agile environment.
- Technical Proficiency: Intermediate to advanced user of Microsoft Office Suite.
