Public Sector People are proud to partner with North Burnett Regional Council to recruit an experienced Civil Works Manager to provide strategic and operational leadership across Council's civil works and open spaces functions. This is an outstanding opportunity for a hands-on, visible and people-focused leader who wants to make a genuine difference.
  
This position suits a pro-active leader who will get out across the region, spend time with their teams, understand the condition of the network, visit works in progress and actively resolve the issues that impact employees and the community.
  
With teams operating across six townships, visibility matters. The successful candidate will be expected to build strong relationships with staff, provide clear direction and create an environment where people feel supported, developed and accountable.
  
The Role
  
Reporting to the General Manager Works, you will lead the delivery of Council's civil works services across a diverse regional portfolio encompassing rural and urban roads, bridges, parks and open spaces, aerodromes and cemeteries.

Council is rebuilding momentum across its civil works program, with a strong focus on road renewals, resheeting, resealing and bridge repairs. You'll inherit capable people within the team, while having the opportunity to strengthen leadership, develop emerging talent and improve how works are planned, prioritised and delivered.
  
Key responsibilities include:
  
  • Providing visible, hands-on leadership across geographically dispersed civil works and open spaces teams
  • Leading, coaching and developing staff while building accountability, capability and succession
  • Overseeing the delivery and maintenance of Council's rural and urban road networks and associated infrastructure
  • Developing maintenance programs and identifying renewal priorities through sound asset management practices
  • Leading the planning and delivery of Council's civil capital works program
  • Managing operational and capital budgets and ensuring resources are directed to the areas of greatest need
  • Driving improvements in productivity, plant utilisation, safety and service delivery
  • Working closely with contractors, consultants and internal teams to achieve value-for-money outcomes
  • Building trusted relationships with stakeholders and communities across the North Burnett region
  • Providing clear, consistent and evidence-based advice while following issues through to resolution.

About You
   
You are an experienced civil works or infrastructure professional, but importantly, you are a leader who enjoys being involved.
  
You'll be comfortable walking into a depot and talking with frontline employees, visiting a road or project to understand an issue firsthand, mentoring an engineer who wants to progress their career, and then presenting clear and credible advice to senior leadership or elected members.
  
You will bring:
  • Strong experience across civil works, roads, infrastructure maintenance or construction
  • Proven experience leading operational and geographically dispersed teams
  • A hands-on and highly visible leadership style
  • A genuine commitment to coaching, mentoring and developing people
  • Strong asset management and capital works planning capability
  • Sound commercial, financial and project management experience
  • A practical understanding of safety within civil construction and maintenance environments
  • Excellent communication skills and the ability to engage equally well with frontline staff, technical professionals, executives and elected members
  • Energy, initiative and a willingness to challenge existing ways of working and implement improvements
  • High levels of integrity, accountability and follow-through.
  
Council is open-minded regarding where you have developed your experience. You may already be working within local or state government, or you may come from civil construction, consulting or another infrastructure environment and be looking to bring your experience into a broader community-focused leadership role. The client specifically confirmed that local government experience is not essential and is interested in candidates who bring energy, ideas and the ability to implement change.
  
A Civil Engineering background and RPEQ would be highly regarded although this is not essential. More important is having the technical credibility to be an informed client and provide sound leadership across the function.

The package includes:
  • Circa $150,000 base salary
  • $25,000 vehicle allowance
