About Brimbank City Council

Brimbank City Council is one of Victoria’s largest metropolitan councils, located in Melbourne’s west and servicing a diverse and rapidly growing community.
With a strong focus on innovation, service delivery and community impact, Brimbank is committed to delivering high quality services while continuing to invest in the people, systems and leadership that drive long term success. The organisation has a clear vision of being progressive, values led and high performing, with a strong emphasis on collaboration, accountability and continuous improvement.

What stands out at Brimbank is the genuine investment made into people. From leadership development programs and mentoring to strong corporate training pathways, there is a significant focus from the executive team on personal and professional growth. Combined with a flexible, outcomes focused working environment, Brimbank offers a workplace where high performers are trusted, supported and given the opportunity to make meaningful impact.

As the organisation continues to modernise and strengthen key corporate functions, this is an exciting opportunity for an experienced rates and revenue leader to step into a highly visible and influential role.

About the Role

The Coordinator Rates & Revenue sits within the Financial Services team, reporting into the Chief Financial Officer and leading the end to end management of Council’s rates and revenue function. This is a key leadership role responsible for ensuring compliance, optimising collections, improving customer outcomes and driving better practice across the department.

Core technical capability is essential. This role oversees the annual rate strike, revaluation processes, supplementary rates, objections, debt collection activity and broader statutory obligations across the department. A strong understanding of rating legislation and local government revenue operations is imperative for success.

Beyond operations, this role is about leadership and uplift.

The successful candidate will help move the function from transactional delivery to strategic performance. This includes identifying trends across rates collection, arrears and demographic data, drawing insights from large volumes of operational information, and translating that into clear reporting and recommendations for executive decision making.

This is also a role for someone who can challenge respectfully and lead change with confidence. The team is operationally strong but there is significant opportunity to improve systems, process and ways of working. Innovation, curiosity and the confidence to test better practice will be highly valued and welcomed.

Leadership capability will be critical. You will be bringing people on the journey where possible, while also being able to navigate resistance when needed. This role requires resilience, emotional intelligence and the ability to build trust while lifting standards and performance.

For the right person, this is a genuine opportunity to step into a Band 8 leadership role and create meaningful impact.

About You

You are an experienced rates and revenue professional with strong technical capability across local government rating functions and a genuine understanding of what good looks like in a modern revenue environment.
You are confident managing the annual rate strike, valuations, supplementary rates, objections and debt recovery processes, and you understand the legislative framework that underpins the function.

You are curious, commercially minded and motivated by continuous improvement. You can identify opportunities, challenge outdated practices and bring new thinking to established environments. You are comfortable using data to tell a story, drawing insights from reporting and helping senior leaders make better informed decisions.

Your leadership style is innovative, calm and people focused. You know how to bring teams with you through change and you can balance empathy with accountability and know when to coach, when to challenge and when to make difficult decisions.

This role would strongly suit an experienced Team Leader or Band 7 leader ready to step into a broader Band 8 opportunity, or an established Coordinator looking for a role with real scope to influence and improve.

Most importantly, you are someone with energy, ambition and the confidence to help drive this function forward.
