Public Sector People are partnering with Mackay Regional Council to appoint an Executive Manager Infrastructure Planning — a pivotal leadership role responsible for shaping the future of infrastructure investment, asset strategy and capital planning across one of Queensland’s fastest-growing regional centres.
This is a rare opportunity to influence a projected $1.5 billion long-term capital program and play a defining role in how infrastructure supports sustainable growth, community outcomes and financial responsibility.
The Role
Reporting to the Associate Director Infrastructure, you will lead the Infrastructure Planning Program, integrating asset strategies, capital investment planning and service delivery objectives across:
- Water & Wastewater
- Transport & Active Transport
- Drainage & Stormwater
- Buildings & Property Portfolio
- Parks & Natural Assets
This role provides expert advice to Executive and Councillors on infrastructure strategy and has significant influence over renewal programs, trunk infrastructure, growth planning and risk management across the region
You will also:
- Lead development of long-term asset and infrastructure strategies
- Oversee program budgets (circa $5M annually) and external consultancy engagements
- Drive data-informed planning and performance reporting
- Manage developer interface and operational works assessment inputs
- Champion innovation and digital maturity within the Program
- Foster strong stakeholder relationships across government, industry and community
About You
You are a strategic infrastructure leader who combines strong technical foundations with exceptional people leadership capability.
Council is seeking a leader first — someone who can build, align and elevate a technical team — supported by sufficient engineering or asset management expertise to earn credibility and guide decision-making
You will bring:
- Tertiary qualifications in Engineering or related discipline
- Substantial senior leadership experience in public or private sector environments
- Demonstrated experience leading multidisciplinary infrastructure or asset teams
- Strong understanding of asset management principles and long-term capital planning
- Experience managing significant budgets and external project delivery
- Political acumen and ability to engage confidently with Councillors and senior executives
- Proven capability in change leadership and workforce development
