About the Role
We are seeking an accomplished and forward-thinking Head of Strategic Property to provide clarity, structure, and direction for Hobsons Bay’s property portfolio. This newly created role is a 12-month fixed-term contract within the Corporate Integrity team and will play a critical part in shaping the future of one of Council’s highest risk areas, providing expert advice on complex property matters with significant financial, legislative, and political implications.
You will lead the development of Council’s long-term Strategic Property Program, covering leasing, acquisitions, divestments, redevelopment, and Crown land. A core part of the role is embedding frameworks that support evidence-based decisions aligned with transformation, financial sustainability, and community needs.

As a senior advisor, you will provide authoritative insights to the CEO, Councilors, and Executive Team, oversee major projects, manage consultants, and build strong partnerships with government and private stakeholders. This position blends policy and practice, requiring someone who can balance bold strategy with practical delivery.

Candidate Profile
We are looking for a highly skilled professional with extensive senior-level experience in property strategy, land use, and infrastructure planning within government, advisory, or commercial contexts.

To be successful, you will bring strong commercial, political, and legal acumen with deep knowledge of property law, governance frameworks, and local government obligations. You will have a proven ability to lead multi-year property strategies, influence senior executives, Councilors, and external stakeholders in politically sensitive environments, and align outcomes with organisational transformation goals. Strong skills in financial planning, business case development, and market analysis will be highly regarded. This role will suit a collaborative, strategic leader who can navigate complexity, balance competing interests, and drive positive long-term outcomes for Hobsons Bay.

Tertiary qualifications in property, planning, law, business, or public policy are highly desirable.
