About the Role
The Municipal Building Surveyor is a senior leadership position responsible for administering Council’s statutory regulatory functions under the Building Act and Regulations, while leading the day-to-day operations of the team.
Leading a group of approximately 14 staff across deputies, inspectors, surveyors and support roles, the position operates in a complex, high-volume environment with a strong focus on enforcement, risk and community safety.
A key priority of the role is to foster clearer systems, frameworks and governance to support how work is triaged, prioritised and delivered — particularly across higher-risk matters such as fire safety, illegal works and vulnerable housing.
Council is currently engaging external expertise to undertake a risk assessment and develop a prioritisation framework. This role will play a central part in embedding that work, lifting operational performance and ensuring resources are aligned to risk and community impact.
The position will also focus on strengthening team structure and capability, evolving from a relatively flat model toward one that creates clearer leadership pathways, accountability and consistent performance standards.
There is strong organisational support for this role, with the authority, backing and resourcing required to drive meaningful and sustainable change.
About You
You are a highly experienced Municipal Building Surveyor with Unlimited registration in Victoria and a strong background across enforcement, approvals and regulatory environments.
You bring a balance of technical expertise and leadership capability, with the ability to step back from day-to-day detail and provide clear direction, structure and oversight.
You are confident leading teams through change and can build cohesion in environments where there may be differing views, legacy challenges or inconsistent practices. You lead with clarity, fairness and accountability, and are comfortable setting expectations while supporting your team to lift performance.
You have a strong interest in systems, frameworks, continuous improvement, and are motivated by the opportunity to bring greater structure, prioritisation and transparency to how work is managed.
You are also a strong communicator, able to provide clear, considered advice to executive stakeholders while navigating complex and sensitive regulatory matters.
