About the Role
The People & Culture Business Partner is a key role within Frankston City Council’s People & Culture team, partnering with leaders across Council to provide strategic and operational HR advice across the full employee lifecycle.

Reporting to the Coordinator Business Partnering, you will work closely with Managers, Directors and people leaders across Council to provide practical, contemporary HR advice across employee relations, performance management, organisational change, workforce planning, employment matters and the interpretation of Council’s Enterprise Agreement and relevant legislation.

This is a genuine HR generalist Business Partner role, with a strong focus on employee relations. You will manage and advise on a range of complex people matters, including performance management, grievances, workplace disputes, misconduct and complaints relating to discrimination, harassment and bullying.

You will be trusted to lead investigations and provide sound advice to leaders, ensuring matters are managed effectively, fairly and in line with Council’s policies, legislation and employment framework.

You will also support organisational change and consultation processes, contribute to People & Culture projects and initiatives, and use people data and insights to inform decision making and workforce planning. The role provides the opportunity to work across a broad range of HR matters rather than being limited to one specialist area.

You will join a collaborative Business Partnering team, within a broader People & Culture function of approximately 20 professionals. Council is looking for someone who is proactive, energetic and willing to roll up their sleeves and contribute wherever needed.


About You
An experienced HR professional with strong generalist HR capability and a proven ability to partner with leaders and provide practical, strategic advice across the employee lifecycle.

Strong employee relations experience will be important, particularly across performance management, workplace investigations and complex employee matters. The ability to confidently interpret employment legislation, Enterprise Agreements, policies and procedures, and translate these into clear, practical advice for leaders.

Strong stakeholder management skills are equally important. This role will suit someone who enjoys working closely with leaders at all levels, influencing outcomes and building trusted partnerships, while also having the confidence to challenge, advise and provide an alternative perspective when required.

A proactive and solutions focused approach, together with the ability to work autonomously and manage competing priorities, will be essential. This is a broad HR role within a fast moving environment, respond confidently to a range of people matters and step in to support the broader team when needed.

Experience within a large, complex or fast paced organisation will be highly regarded. Previous Local Government experience is desirable, however Council is open to strong HR Business Partners from other large, unionised environments who can demonstrate relevant transferable experience.
   
This role would strongly suit:
  • An experienced HR Business Partner with strong generalist HR and employee relations experience
  • A People & Culture professional looking to step into a genuine partnering role with broad exposure across the employee lifecycle
  • A Business Partner or experienced Advisor who enjoys working closely with leaders, providing practical advice and helping resolve complex people matters
  • An experienced HR professional from Local Government, health, education, NFP or another large unionised organisation looking to bring their skills into a diverse Council environment
A relevant qualification in Human Resources or a related discipline is desirable, together with demonstrated ER experience, strong knowledge of employment law and contemporary HR practices. Experience working within a large, complex or fast-paced organisation will be highly regarded.

Salary: Band 6, $100,338 + superannuation
