As part of this commitment, the Waste Services team is playing a pivotal role in delivering the Towards Zero Waste Strategy and preparing for the introduction of Victoria’s legislated 4-bin system by 2027. About the Role
This strategic position plays a key leadership role in the review and development of strategic documents aligned with Council’s waste and climate objectives. These include the Towards Zero Waste Strategy, Waste Policy, and Waste Management Guidelines.
Another focus of the role will be supporting the review and implementation of a new waste charge structure, a key initiative of the Towards Zero Waste Strategy – Policy and Innovation Project. You will lead the policy and strategy review project end-to-end, engaging a wide range of stakeholders to understand challenges, identify opportunities for change, and apply a data-driven approach to deliver evidence-based recommendations. These recommendations will guide policy changes and outline the levers required to move the municipality towards a zero waste future.
The project will result in the development of clear, well-structured documents that articulate Council’s waste services, planning requirements, strategic direction, and financial framework, in alignment with relevant legislation, including the Circular Economy Act and planning legislation.
In addition, the role ensures that policies are practical, fit-for-purpose, and capable of being embedded into business-as-usual operations. Responsibilities also include budget oversight, governance reporting, and collaboration with sector partners to achieve project outcomes.
About You
You are a proven project leader with strong experience in local or state government and expertise in waste and resource recovery. You bring in-depth knowledge of waste planning and policy, best practices in resource recovery, the circular economy, and operational service delivery. Your excellent communication skills enable you to produce high-quality, fit-for-purpose documents and translate complex legislation into practical, community-focused solutions.
Confident operating at both strategic and operational levels, you are experienced in engaging a broad range of stakeholders and communicating effectively across all levels. You excel at distilling complex issues and legislative requirements into clear, actionable documentation.
