About the opportunity
We are seeking an experienced Senior HSE Advisor to join a major energy project in Victoria. Reporting to the HSE Manager, you will be instrumental in embedding a strong safety culture across a complex, fast-paced heavy industrial construction environment. This is a full-time, site-based role five days per week with a site vehicle provided. Working closely with site management, subcontractors, and client representatives, you will drive compliance, lead field-level engagement, and support the delivery of world-class health, safety, and environmental outcomes from mobilisation through to project close-out.

Key responsibilities of the Senior HSE advisor
  • Implement and monitor the project HSE management system, ensuring alignment with legislation, client requirements, and company standards.
  • Conduct regular site inspections, audits, and field leadership walks to identify hazards and drive corrective actions.
  • Lead incident investigations using structured methodologies (e.g. ICAM, TapRooT) and ensure timely close-out of findings and recommendations.
  • Review, develop, and approve Safe Work Method Statements (SWMS), Job Hazard Analyses (JHAs), and critical risk control plans.
  • Facilitate toolbox talks, HSE inductions, and workforce engagement programs to embed a positive safety culture on site.
  • Monitor subcontractor HSE performance and ensure compliance with project requirements and legislative obligations.
  • Prepare and submit HSE reports, statistics, and compliance registers for internal and client reporting requirements.
  • Manage environmental compliance obligations including waste management, erosion and sediment control, and flora and fauna protection where applicable.
  • Support the development and testing of emergency response plans and fatigue management frameworks.
  • Liaise with regulatory bodies, client HSE teams, and external stakeholders as required.

What you can bring as the Senior HSE advisor
  • Proven HSE advisory experience on heavy industrial, energy, oil and gas, or large-scale infrastructure construction projects (essential).
  • Strong understanding of Victorian OHS legislation, codes of practice, and relevant Australian Standards.
  • Certificate IV in Work Health and Safety (minimum); Diploma of WHS or tertiary qualification in a related field highly regarded.
  • Demonstrated experience reviewing and approving SWMS and critical risk documentation for high-risk construction work.
  • Lead auditor or internal auditor qualification (ISO 45001 / AS 4801) desirable.
  • Experience managing subcontractor HSE compliance across multiple simultaneous work fronts on large sites.
  • Incident investigation experience using structured root-cause methodologies (ICAM, TapRooT, or equivalent).
  • Strong interpersonal and communication skills with the ability to engage and influence site workforce at all levels from trades to senior management.
  • Environmental compliance experience including permit conditions, erosion controls, and regulatory reporting obligations.
  • Proficiency in HSE management systems and digital reporting platforms.
  • Current driver's licence required for site vehicle use.
