The purpose of this role is to support the implementation of a Project Lifecycle Framework and
provide subject matter expertise in the maturity uplift of processes across the infrastructure
Portfolio
Responsibilities
- Interpret all relevant frameworks including the Queensland Project Assessment Framework to support the implementation of a Project Lifecycle Framework.
- Provide strategic advice on governance and assurance for major infrastructure projects, including the design and application of gateway reviews, investment assurance processes, and risk mitigation strategies aligned with Queensland Treasury requirements
- Provide expert knowledge of Queensland Government infrastructure delivery models, including procurement strategies, risk management, and capital investment planning - spanning the full project lifecycle from strategic assessment to benefits realization and post-implementation review.
- Lead the development of tools, templates, guidance materials, and training to build organizational capability and embed consistent, best-practice infrastructure delivery and project management approaches.
- Work collaboratively with all stakeholders to drive alignment and support the successful delivery of project objectives.
- Demonstrate readiness and capability to assume project leadership responsibilities if required, including acting in the Project Manager role to maintain delivery continuity and support project outcomes.
- Demonstrate high level of written and verbal communication skills with the ability to translate complex frameworks and technical requirements into clear, actionable guidance for diverse audiences.
- Identify capacity and capability requirements across the portfolio to provide uplift.
- Implement standardized practices across the portfolio regarding contract management/administration and delivery.

Experience
- Formal qualifications in Construction Management, Project Management, Planning or Contract Management related disciplines.
- Experience in government infrastructure delivery.
- Experience in government business transformation.
- Experience in complex organizations and/or the public sector.
- Experience in contract management improvement.
