Service Review & Design Consultant – Local Government

Are you a strategic thinker with strong experience in local government service reviews? We’re partnering with a progressive inner-Melbourne council to bring on a Service Review & Design Consultant
for a short-term contract to support critical transformation work.
About the Role: You’ll work closely with the Business Transformation team and key service owners to deliver a mix of operational reviews and long-term planning work.
Key projects include:
- Finalisation of the Libraries Service Review.
- Development of Service Review Terms of Reference and Guidelines.
- Initial planning for the 2025–26 Annual Service Planning cycle.
This is a hands-on consulting opportunity, requiring a tailored balance of independent analysis and collaborative engagement with internal stakeholders. You’ll bring a methodical yet adaptive approach to each review, ensuring fit-for-purpose outcomes aligned with service goals.
What We’re Looking For:
- Strong local government experience – you’ll need to hit the ground running
- Proven ability to deliver service reviews from end to end
- Experience navigating complex stakeholder environments
- Familiarity with IAP2 principles – qualification highly desirable
- Strategic mindset with practical delivery skills
